Description
The objective of the Municipal Solid Waste (MSW) compost plant is to avoid methane emissions from anaerobic decomposition in a dump site through controlled aerobic decomposition in a windrow composting process. The process of composting would result in the production of compost that will be supplied to local agriculture market. Since majority of landfills in India are poorly controlled sites with no coverage or landfill gas extraction. Hence the baseline is crude waste disposal without any precautions to avoid emissions of methane. The Jalandhar Municipal Corporation (JMC) entered into a land lease agreement with Punjab Grow More Fertilizers Ltd. (PGMF) in 2002 wherein it grants lease of the site and requisite authority and permission to set up compost plant, for 25 years. So Jalandhar took the initiative of establishing a compost plant in 2002 which commenced its operation in 2003. Since the plant could not run up to its full capacity, IL&FS Ecosmart took the initiative to renovate and also operate and maintain the compost plant along with encouraging marketing and cross subsidizing price of the compost produced from the plant with the help of CDM benefits.
